WINEDEBUG=+loaddll,+ole,+storage,warn+all

Retried with warn+all. It seems to boil down to:
  warn:ntdll:NtCreateFile L"\\??\\C:" not found (c0000034)
  warn:file:CreateFileW Unable to create file L"\\\\.\\C:" (status c0000034)
