[Bug 10134] regtlib.exe from .NET 1.1's dotnetfx. exe installer crashes with heap problem

With 0.9.51 I managed to get to the Install completed message.
I had to stop the install at
c:\windows\Microsoft.NET\Framework\v1.1.4322\RegSvcs.exe /bootstrapi
and run this command separately, which successfully completed.
Started installation a second time and it stopped again at this point, killed
process and it went through to:
c:\windows\Microsoft.NET\Framework\v1.1.4322\migpolwin.exe -migrate 1.1.4322
1.0.375
Killed off install and ran this separately and it finished successfully.
Running the install a third time resulted in a 'Install finished sucessfully'
after
killing off both the regsvcs and migpolwin processes.
