I filed this bug and I would like to close it out, for the following 2 reasons:
(1) The regression only lasted for about 2 gits, and is now fixed.
(2) I reported the wrong version. I reported DNS 9.5 Preferred, and the version
is DNS 9.0 Preferred. 
DNS 9.5 Preferred is a major upgrade to DNS 9.0, and not a program of itself.
It has its own problems running, and the two should not be confused.
