dlls/gdi32/tests/font.c,test_nonexistent_font() shows that Wine as well
as Windows chooses Arial for a non-existent font. If Arial is not available
Wine should choose builtin Tahoma. If the latter is not the case you need to
investigate why. Perhaps that's due to a broken Fontforge version, perhaps
something else.
