Alexandre said on IRC that this should be either done during shell registration
or  at process creation moment. I had a look in kernel32 and shell32, but to be
honest, i have no idea where to start/look. Maybe someone else could pick it up?
(For now a simple export USERNAME="name" can be used as work around)
