[Bug 3997] New modal dialogs are behind main window

If you've seen the test programm I attached, you can find that the DIALOG STYLED modal child window appear over its owner (but you can still bring it behind) - this quite satisfy us. 
 As opposed to dialog modal window the sizeable one don't.
