I'll do some looking into this.

Can you run wine as 
WINEDEBUG=+menubuilder wine <installer.exe> &> install.log
and
WINEDEBUG=+menubuilder wineboot &> wineboot.log

and attach those 2 files here?  I'll do the same for winrar and try to compare
notes to see if we can figure out what is causing this..
