As far as I can tell this is the problem:

Instant messages are neither sent or received. I am not sure if it is a net
issue, or UI issue, because when someone tries to start a voice conversation
(from their end), I can hear it ring on my end but I have no idea who it is
from and no window pops up.

It could be that it isn't a regression, may be an issue that came about when
the Steam Community was released (Sept 15, 2007).
