ntdll: Add the ticks debug channel


Please apply the attached patch and recompile wine.

Then attach a log (with CUPS_SERVER set):
WINEDEBUG="+process,+loaddll,+tid,+winspool,+ticks" wine app.exe 2>&1 | tee
log.txt
