"planning to" is not really an argument.

Please understand that Wine absolutely needs lowlevel low latency soundsupport,
otherwise we will get countless reports of 
"stuttering audio" and similar.
And audio middlewares are not really known for "low latency".

A framework like arts,esd or pulseaudio will not help, 
and most users do not care about network transparency.



If someone wants to write a pulseaudio driver, he should feel free to do so,
but he should be aware that just writing a simple 20 line linear PCM out driver
is not sufficient.
