Several apps do not find ports (parallel or serial)

SOBvMAX -
http://appdb.winehq.org/objectManager.php?sClass=version&iId=9331&iTestingId=16092

has a port allocation program - SOB_PORTS.exe that cannot see the com ports and
the console gives the message shown in the subject.
