I've done:

mv ~/.wine ~/.wine_backup
export LC_ALL=C
export LANG=C
export LANGUAGE=C
winecfg # just start it to create the .wine dir
cp mfc42.dll msvcr70.dll .wine/drive_c/windows/system32/
wine setup_xop211.exe

and then the crash occurred (before the installation finishes). Same result if
I do

mv ~/.wine ~/.wine_backup
export LC_ALL=nl_NL
wine setup_xop211.exe

or 

mv ~/.wine ~/.wine_backup
export LC_ALL=nl_NL
winecfg # just start it to create the .wine dir
cp mfc42.dll msvcr70.dll .wine/drive_c/windows/system32/
wine setup_xop211.exe
