Doesn't help, it seems.
The right thing to do is code up a small win32 ftp server library
and include it in the wine test tree; conformance tests
should not fail if the internet is unavailable, IMHO.
Possible inspirations with LGPL-compatible source include

http://www.whitsoftdev.com/slimftpd/
but we'd probably want to write one from scratch.
