install_advance.exe from http://www.onlinebible.org/html/eng/starterspack.htm
went fine for me with wine-0.9.48.  
Starting the app (olb.exe) took forever the first time,
and I aborted it.  I then ran it with +file and +relay to see
what it was stuck on -- and it put up its UI!  After
that, the app seemed to start normally.

I'll file a separate bug for the fact that the app hangs when
you click any of the buttons on the toolbar...
