I somewhat doubt that a header change could cause a problem when running wine,
once wine is recompiled properly. Can you try the following steps? (try 2 if 1
doesn't help, etc)

1) Delete ClientRegistry.blob(a usual steam troubleshooting step)
2) Do a "make distclean" in your wine source directory and recompile from
scratch
3) run wineprefixcreate to update the registry
4) delete ~/.wine to start with a fresh fake C drive and reinstall steam
