I have no time to test this now, but in a case someone is interested I found
following.  MS released Microsoft Application Compatibility Toolkit 5.0
(version 5.0.5428.1056):

You should be able to download "Application Compatibility Toolkit.msi" from the
site, it weights ~10 MB.  

(If it won't help, then someone hopefully could file another bug about MSI or
other problems ACT)
