Searching for 76a64158-cb41-11d1-8b02-00600806d9b6 shows it's some sort of
network diagnostic tool -
http://technet.microsoft.com/en-us/library/cc723458.aspx has examples using it.

Trying with a wineprefix that has IE6 installed gives the following:

The only line that occurs after pressing OK in the verification dialog is the
last one, but it stops working in the same way as a prefix without IE.
