Correct.  When I clicked "Commit", bugzilla told me:

    Bug 14925 has been added to the database.

    Email sent to:  wine-bugs at winehq.org, bugbot at landfill.bugzilla.org
    Excluding:  jason.spiro at ..., julliard at winehq.org

That is how I realized Alexandre has Bugzilla CC's disabled.
