done at global level.
RichEdit needs an exception rule because it exists in two variants - OS =
"public" (SDK) and Office = "private" one.
One could check if loading of RichEdit component is requested using full path
outside of standard locations (system32) - the way Office does - and try the
one from private path first before falling back to standard load order
behaviour.

I don't know if the people in charge for Wine RichEdit are aware of this issue
(and the implications).
Carry the issue to wine-devel if you want ... I will respond in this bug report
if required.
