[Bug 9535] WinPCap 4.0.1 installer does not run at all

Appears to install fine here as well (error aside, but that will never work).
Doesn't run though, but looks like it's because of missing dlls:
err:module:import_dll Library NPPTools.dll (which is needed by
L"C:\\windows\\system32\\WanPacket.dll") not found
err:module:import_dll Library WanPacket.dll (which is needed by
L"C:\\windows\\system32\\packet.dll") not found
err:module:import_dll Library packet.dll (which is needed by
L"C:\\windows\\system32\\wpcap.dll") not found
err:module:import_dll Library wpcap.dll (which is needed by L"C:\\Program
Files\\WinPcap\\rpcapd.exe") not found

Which were probably what is was trying to install?
