Part 1.a. of the bug is addressed with this patch:

Part 1.b. is addressed with the following patch:

Once these two patches are applied, the next problem is that
wintrust:CryptSIPCreateIndirectData is unimplemented.  I'll move the component
to wintrust once they are applied.
