I had this problem too when trying to run the setup from a loop-mounted ISO. I
mounted the ISO under /tmp/mafia, and attempted to run the setup from there. No
dice.

So I ran winecfg, went to the drives tab, added a CD-ROM on drive D: which
pointed to /tmp/mafia. So I opened winefile and started D:\MafiaLauncher.exe,
clicked the Install icon, and it installed that way.

So this can be worked around by running it while pretending it's a CD.
