Can you retest and outline exact steps used on clean WINEPREFIX?
I downloaded ToadDBASuiteforOracle_972_2.exe (9.7.2) and can't reproduce this
"insufficient privileges" problem (wine-1.1.10-372-g704f9ea).
That installer has other issues that are partly covered by other bugs.

Current prerequisites for the installer: 'winetricks dotnet20 msxml4 vcrun6
vb6run'

(vcrun6 and vb6run because some COM servers won't self register without the
runtimes)
