Always succeed on InternetQueryOption

With this one-line hack to wininet (that someone will need to implement
properly) combined with my PDH.DLL patch, Pando gets much further and asks for
Gecko, if you say no it looks badly broken (heap corruption and redraw bugs).
Maybe somebody wants to test it with Gecko?

My PDH.DLL patch has been mailed to wine-patches.
