Yes, it's still relevant ;-)
This bug is also encountered when .NET 1.1 Framework *and* .NET 2.0 Framework
are installed into same WINEPREFIX using winetricks (in that order).

As I've already written: Just provide a "loadperf" stub dll and simple
UnloadPerfCounterTextStringsW stub which returns ERROR_SUCCESS.
