bzip2ed stderr from a WINEDEBUG=+uniscribe run

A huge bzip2ed +uniscribe trace while the problem is occurring.  Taken with the
current git HEAD, commit b15ba7696bcff1106c2e357a7aa49b4a151b1623 (roughly
1.1.11).

The fleet management screen should have "Command Cost: 36" and "Command Quota:
36" in one pane and "Command Cost: 56" in another.  Instead, it has "Command
Cost: 3" and "Command Quota: 3" in the first and "Command Quota: 5" in the
other.  In general the last digit is missing.  One digit values, including 0,
only display the label, not the value.
