If DejaVu fonts don't have the character metrics compatible with Tahoma, then
maybe there are other fonts, more compatible with Tahome, for example Gentium,
Charis SIL or other from here:

About which licence/copyright problems you are talking ? I'm pointing only to
open source (libre) fonts, which can be included in wine.
