having same problem here:

Wine 0.9.54
Ubuntu 7.10 (32 Bit)
there is no change when I run Steam with metacity or with compiz-fusion.

If 2 workarounds:
First: start winecfg and activate "emulate virtual desktop"
Second: simply restart your windowmanager.

BUT: Don't (try to) move the Steam window after that!

Even when you minimize it and maximize it again, the sync problem is again
there.

I think, there is something wrong between the communication windowmanager
(metacity, compiz etc.) -> STEAM

I don't think that WINE is the problem, because it works when I'm emulating a
virtual desktop with WINE.
