winhttp: Add a stub for WinHttpOpen.

Might be related to special characters... The url I've found that always
crashes is:
http://adwords.google.com/select/Login?sourceid=awo&subid=us-en-et-bizsol-0-no-promos-all&medium=link&hl=en_US

launching wine iexplore.exe
http://adwords.google.com/select/Login?sourceid=awo&subid=us-en-et-bizsol-0-no-promos-all&medium=link&hl=en_US
>> crash

wine iexplore.exe http://www.google.com/ however, works fine.
