1. Run winecfg
2. Select the "Desktop Integration" tab
3. Press the "Install theme..." button
4. Browse to a .theme file
5. Press OK

EXPECTED: All the data in the [Control Panel\Colors] section should be applied
to the user registry.

OBSERVED: Only a subset of the colours are applied.
