I had this issue as well when right clicking and choosing "Open with WINE
Windows Emulator".  I'm using wine 0.9.46-0ubuntu1 .

However I moved the translation installer to my virtual C drive and just double
clicked it and it proceeded past the problem point.

Only issue I'm having now is that I'm trying to install from a .ISO image
because my laptop's DVDrom is busted.
