Yes, it most certainly works in Windows, thousands of people have been using
this exact version since 2005 without a problem.  I don't think app isn't
buggy, it appears to be a particular usage of dsound in SDL_mixer 1.2.6 which
works on windows but doesn't work in wine 0.9.54.

Tested in latest git, yes it works here, doesn't work in 0.9.54 and prior,
marking fixed.
