Installing from the cdrom (./wine /mnt/cdrom/setup.exe) mentions looking for
H:\\Language.cab and still gives the 1603.  However, when I moved my .wine out
of the way to use a fresh configuration the install worked fine.  I'm not sure
what's going on in the old configuration, but I assume the reason it only
appears broken after 0.9.49 is the tighter (but valid) conditions on swapping
media.  I'll mark this as invalid. (sorry about wasting everyone's time)
