The bug is in advapi32.  The installer creates the following registry value:

HKLM\SYSTEM\CurrentControlSet\Services\Bonjour
Service\Parameters:ManageLLRouting=1

CreateService then fails with ERROR_SERVICE_EXISTS.  CreateService should not
fail in this case.  I'll write up some tests.
