simple stub

Hi Dan, i tried version Premiere 2.0 , and it looks as if the app is already
happy with a very simple stub implementation. Unfortunetaly it exits then after
the splash screen. If i run with +relay, it gets funnily enough further, into
the main window, i can select "New Project" , but then a messagebox comes up
with an error. I don't think these bugs are due to the unimplemented
SHGetFolderpathandsubdir though
