Following on from bug 8099

When running the Microsoft Silverlight installer, it crashes with a message
about two unimplemented functions

unimplemented function gdiplus.dll.GdipGetImagePaletteSize
unimplemented function gdiplus.dll.GdipGetImageThumbnail
