Ben,

You are correct; while looking like it's being forced into a window [1], it is
in-fact, being overlapped by the DE panel. (The weird clipping is another issue
all-together)
In short, I seem to be hitting this bug - and you're right, this bug doesn't
seem to be a duplicate of 8785.
