What S.T.A.L.K.E.R. version are you using (what patch level, which region)?
What video settings? What hardware? Where do you have this problem with mouse?

If you use native dinput.dll, dinput8.dll does it fix the problem?

Not regression, I never had this problem and still don't have it.
