msthml_test timed out on win9x on various machines and versions.

The timeout is from test_timer in DocumentSite_ActivateMe
After protecting the call with "if(SUCCEEDED(hres))",
the test crash on NULL as parameter in several locations, but
I have no Idea, how to fix the test properly.

Attached is a diff to current git as a starting-point.
