There is some code to parse mp3 files in dlls/quartz/mpegsplit.c

Of course this is way too overkill, all you have to do is create a mci driver
that  somehow plugs into winemp3, and directly pipe the data, that should be
advanced enough to do the trick, unless seeking needs to be done, but I don't
think it does.
