So if I understand it correctly the fact that I do not see the characters
correctly at least for the current locale is a bug in font linking.

IE if I run an application that uses Japanese characters such as the one
attached in bug 11281 I have to manually map the system fonts to some fonts
that actually do contain glyphs for Japanese characters. And I also get the
ugly Latin glyphs from these Japanese fonts then.

And no, you cannot possibly ask authors of fonts for every obscure language to
also add glyphs for all the other mainstream and obscure languages to their
font so that their font is a most complete uber-font.

Even if you did different people have different preferences for the shape of
the font glyphs in different ranges.
