This is by design. To compile Wine requires development headers only and you
have that. However this has nothing to do with target machine having usable
OpenGL libraries for Wine.

For example compile farm might not have a video card. But it should be no
problem in compiling Wine. As long as all the development requirements are
meat.

Closing won't fix.

As to your problem while running Wine - have have to use separate compile of
Xorg. The one that comes with OS X is unusable. Also see here
