In Windows XP, these functions are not forwarded from softpub.dll to
wintrust.dll.

Later windows versions (Vista,..) forward the whole stuff to wintrust.
Softpub is left as mere placeholder.
For future developments this approach seems feasible for wine too, preventing
duplicate code mess.
