If you provide the list of time zones that should be fixed I'll fix them.

For the registry format have a look at dlls/ntdll/time.c,find_reg_tz_info()
or http://blogs.technet.com/dst2007/Default.aspx?p=2 and look for
REG_TZI_FORMAT.
