iSBEM 1.0 has the same problem. 

What you see on startup after accepting the Access license 
validation dialog (which seems to be filled in for you)
is a blank dialog titled "iSBEM non domestic bindings",
and the fixmes
fixme:typelib2:ICreateTypeInfo2_fnAddRefTypeInfo
(0x7bc60d8,0x7b05648,0x34d4bc), pTInfo from different typelib.
fixme:typelib2:ICreateTypeInfo2_fnSetCustData
(0x7bc6300,{ba65d790-9301-11cf-8d22-00aa00375384},0x34d49c), stub!
Clicking 'OK' just repeats those fixmes and the dialog.

Killing and restarting gets you a dialog with the same title that says
"The visual basic for applications project in the database is corrupt."
This also occurs if you have native dcom98.  So it seems dcom98
only got rid of that first blank dialog...
