[Bug 13115] New: .net 1.1 installer fails in ControlService()

This worked in wine-0.9.59, but fails often in rc1.

The first run of dotnet11's installer usually fails, saying 
"An error occurred while Windows Installer was initializing", 
and exits quickly with status 24.  
Retrying sometimes works.  Seems to be shortly after
