Yes, I can confirm that too.

Comment #2 from Denis Misiurca is working for me.
Could even buy with PayPal, but you have to let Steam opened and copy PayPal's
confirm link and execute it again in terminal (with Steam running) to complete
your purchase.
Execute the same way of the workaround:

- wine Steam.exe steam://purchase/469
- buy
- wine Steam.exe steam://paypal/return
- enjoy
