I too suffer from the same problem in ubuntu 8.04/wine 1.1.5/utorrent 1.8.

I had to downgrade to 0.9.36 amd64 to fix the problem. Peers can now
successfully get above 1MB/s when uploading to them, rather than dropping with
peer error 10022.
