I am not sure what licenses are acceptable for fonts included in Wine.

The widely used Japanese fonts include:

Togoshi fonts 
http://sourceforge.jp/projects/togoshi-font/releases/

Sazanami fonts
http://sourceforge.jp/projects/efont/files/

VL (only Gothic?)

http://dicey.org/vlgothic/


The licenses seem to be BSD like but I can only read the license as translated
by the people who package/recommend the font. Somebody who understands Japanese
should probably look at the original licenses.

It is unlikely that somebody would draw a new Japanese font for wine (some 6000
characters) so it will be probably necessary to use existing one if wine is
ever going to support Japanese.

The Japanese fonts are needed because a font including Japanese characters has
to be linked to the system font for Japanese applications to work correctly.

And it seems nobody wants Wine to search for random Japanese font installed on
the users system for that purpose so the font has to be included with Wine
distribution for the linking to be fixed.
