Yes one of our customers is having this problem so I am working to correct it.
I have submitted patches which give a first round of testing for both
CreateProcess as well as CommandLineToArgvW demonstrating the information in
this bug.

Once they are in I will submit a patch for msiexec that corrects its processing
of command lines and hopefully this will be fixed for people.
